Sewer Permit Application Fee
The waiver of the $75.00 Sewer Permit Application fee has been extended to
September 1, 2011.

Grant Application
The opportunity to apply for a grant the village has been awarded to assist (up to $900) qualified low to moderate income households in the Village of Clifton hook-up to the new sewer system has been extended. If you have not applied, and believe you may be eligible, or if you have any questions regarding the grant, please contact the village office at (815) 694-2273.

Recycling
Don’t forget to bring your recyclables to the Lion’s Club sign near the railroad tracks on Main Street this Saturday, August 6th from 8 a.m. till noon, where a recycling trailer will be waiting, along with volunteers to help unload and sort it.

Water, Sewer, and Garbage Billing
Monthly billing has begun for water, sewer, and garbage. As per the Wastewater Rate Ordinance 2010-10, bills for sewer service shall be sent out on the first day of the month succeeding the period for which the service is billed. All sewer bills are due and payable fifteen (15) days after being sent out. A penalty of 10% percent shall be added to all bills not paid by the Twenty-first (21st) day after they have been rendered. If the charges for such services are not paid within sixty (60) days after the rendition of the bill for such services, such services shall be discontinued without further notice and shall not be reinstated until all claims are settled.

Wastewater Rate Volume Charges
For users inside the village: For customers whose premises being served is within the Village's corporate limits, is hereby established a Volume Charge of $7.60 per 1,000 gallons of metered water consumption to be applied to all users. Said Volume Charge is comprised of a charge of $2.60 per 1,000 gallons of metered water consumption that is intended to cover O, M & R expenses, plus a charge of $5.00 per 1,000 gallons of metered water consumption, which covers debt repayment costs.

New Areas Released for Sewer Hook-up

The last remaining portion of the village, south of East Fourth Avenue, has now been released for sewer connection. That means that anyone with a water account in the Village of Clifton can now proceed with their sewer connection.

Police Matter

A cash reward is being offered for information leading to the arrest and conviction of the person(s) responsible for vandalism in the form of graffiti on several buildings and the water tower in the Village of Clifton. The graffiti was discovered on Monday, May 30, 2011. Anyone with information on this matter should call the village office at (815) 694-2273 to leave a contact number and Chief Wilken will be in contact with you.

Curfew for Minors

Summer is upon us; therefore, please review the following ordinance relating to curfew for minors.

It is unlawful for a person less than sixteen (16) years of age to be present at or upon any public assembly, building, place, street or highway at the following time unless accompanied and supervised by a parent, legal guardian or other responsible companion at least twenty one (21) years of age approved by a parent or legal guardian or unless engaged in a business or occupation which the laws of this State authorize a person less than sixteen (16) years of age to perform:

Between ten o’clock (10:00) P.M. and seven o’clock (7:00) A.M. Monday through Sunday.

It is unlawful for a parent, legal guardian or other person to knowingly permit a person in his custody or control to violate subsection (A) of this Section.

Sewer Project

Water customers on the entire west side of the railroad tracks have been added to those areas that can now begin their sewer hook-ups. Sewer hook-up permit applications that are complete may be issued for water customers in the following areas:

1. All Water customers on the West side of the railroad tracks.
2. Water customers in the Northeast section of town, i.e. homes that are both North of (or on) East Fourth Avenue and East of the railroad tracks.
3. Water customers in the 400 block of South Main Street.

The village office will keep track of hook-ups through the use of permits that will be issued for each property. A permit application will be completed and a permit issued to proceed with work at that location. The permit should be displayed in the window, visible from the road. The permit will be submitted to the village inspector, completed, and returned to the village office for record keeping purposes. The village will be inspecting materials used, sewer connections, cleanout, and septic tank abandonment. When your project is complete and ready to be inspected, contact the village office at (815) 694-2273 to be put on the list for inspection. Caution tape / rope off and leave exposed the areas that will be inspected until approved. Be advised, if the area is covered with fill before inspection, it will need to be uncovered again before inspection can proceed. Office hours are Monday thru Friday 8:00 – 11:00 a.m. Inspections will be conducted Monday thru Friday, 8:00 a.m. – 4:00 p.m.

Dawn Construction will be installing sanitary sewer main on East Fifth Avenue and prepping for restoration all week. Sidewalk replacement is scheduled to begin on Wednesday.

Hook-up Areas Released, May 3, 2011

Sewer hook-up permit applications that are complete may be issued for water customers in the following areas:

3. Water customers on West First Avenue
4. Water customers on Lincoln Avenue between Locust and Maple Streets
5. Water customers on North Maple and North Locust Streets north of Lincoln Avenue
6. Water customers in the 400 block of South Main Street.

The village office will keep track of hook-ups through the use of permits that will be issued for each property. A permit application will be filled out for each property. When the application is approved and the portion of the village is released for hook-up, a permit will be issued to proceed with work at that location. The permit should be displayed in the window, visible from the road. The permit will be submitted to the village inspector, completed, and returned to the village office for record keeping purposes.

The village will be inspecting materials used, sewer connections, cleanout, and septic tank abandonment. When your project is complete and ready to be inspected, contact the village office at (815) 694-2273 to be put on the list for inspection. Please note, sewer system is for building sanitary sewer service only. Sump pump discharges, storm drainage, gutter/downspout connection, foundation perimeter drains, and yard drainage connections are not allowed.

Sewer Project

When it stops raining, the construction crew will continue installing services on Sixth and Fifth Avenue, finish directional drilling by the grain elevator and will then move back to Main Street.

Election

The election results are in and they are as follows. Jan Meier O’Connell (unopposed) was voted to serve the unexpired 2-year term as village president. Casey Hull and Gracia Turner will hold two trustee positions and serve an unexpired 2-year term. Mark Wegner, Jimmie Schoon and Robert Berns were elected to the other three trustee positions that were open and will serve a full 4-year term. The Village President and Trustees will be sworn in on May 3, 2011.

*Golf Cart stickers expired on March 31, 2011. If you have not already done so, stop by the village office to fill out the golf cart registration form, pay the fee that remains unchanged at $25.00, and show current proof of insurance.

* Burning of leaves and landscape waste is allowed on Thursday, Fridays, and Saturdays between the hours of 7:00 a.m. and sunset. Yard waste trash bags ($2.25) and/or stickers ($2.10) are available for purchase at the village office. A&J will pick those up on regularly scheduled trash day.

Sewer Project
Sewer line testing is continuing this week and it is expected that portions of the village will be able to hook-up by the end of this month. Notification of areas ready to hook-up will be made by email and newsletter posting around the village. The village office will keep track of hook-ups through the use of permits that will be issued for each property. When your property is ready to be hooked-up, a permit application needs to be filled out either by the homeowner or the contractor that will be completing the work for each property. When approved, a permit will be issued to proceed with work at that location. The permit should be displayed in the property’s window, visible from the road. The village inspector will ask to see the permit, complete the inspection, complete and return the permit to the village office for record keeping purposes. Cross-Connection Survey
Residents should have received by now, via postal service, a cross-connection survey from the village. Your participation in the survey will not only help the village meet the requirement set forth by Ordinance 4-3-18, Section C, it will assist us in determining if there are any hazardous conditions, such as a cross-connection, that could affect our drinking water. Please complete the survey and return it to the village within 10 days of receipt.

Easter Egg Hunt
The Clifton Lioness will host its annual Easter Egg Hunt in the village park this Saturday, April 23, 2011, at 10:00 a.m. The hunt is open to kids aged 11 and under.

Clifton Lioness Club Seeking Help
As a community, we have lost one of our service organizations, The Clifton Women’s Club. Their most visible contributions to our village were the planting and maintaining of the eight planters located on the two block area of Main Street. The Clifton Lioness Club is seeking individuals, clubs or businesses to “Adopt-A-Planter.” The Lioness hope to help coordinate the plantings using at least one Perennial for each planter. Spring is not far away and we would like to have the planters started by the first part of May. Please call Dr. Deidre Deany at (815) 694-3633 or Ruth Rosenboom at (815) 252-2140 to find out more about adopting a planter.

If you have not received a letter or have any questions, please contact the village office at (815) 694-2273.
Recycling
As you may have noticed, the recycling trailer was here on Saturday; however, you were not able to actually drop off your recycling. It seems that a different lock was attached to the trailer this week and staff did not have the key. River Valley Recycling apologizes for the mix-up and will be here again next month.

A letter stating the qualifications and application opportunities will be mailed this week to all residents who have a water account with the village. Ordinance 06-01, Section 6-5-2, Abandonment of Vehicles No person shall abandon any vehicle within the Village and no person shall leave any abandoned vehicle at any place within the Village for such time and under such circumstances as to cause such vehicle reasonably to appear to have been abandoned. The abandonment of a motor vehicle or other vehicle or any part thereof on any highway in the municipality is unlawful and subject to penalties as set forth in this code. The abandonment of a motor vehicle or other vehicle or any part thereof on private or public property (other than a highway), in view of the general public, anywhere in this municipality is unlawful. A motor vehicle or other vehicle or any part thereof so abandoned on private property may be authorized for removal by or upon the order of the village police chief after a waiting period of seven (7) days or more has expired. This provision shall not apply to properly registered and licensed antique vehicles. Sewer Project

The construction crew will be working in the area around Sixth Avenue and South Fourth Street. Dawn is also flushing and testing the lines in preparation for the sewer plant start-up later this month.

The list of sewer questions and answers should be available both in the village office and on the village website by next week.


U.S. Representative Timothy V. Johnson

U.S. Representative Timothy V. Johnson will be at the Clifton Community Building tonight, Tuesday, March 22, 2011, at 5:00 p.m. for a Town Hall Meeting. Representative Johnson will be available to discuss federal issues and answer questions.


Burning / Yard Waste Removal

Burning of leaves and landscape waste is allowed on Thursdays, Fridays, and Saturdays between the hours of 7:00 a.m. and sunset. If you prefer not to burn, yard waste trash bags and/or stickers are available for purchase at the village office. Bags are $2.25 and stickers are $2.10. A&J will pick them up on regularly scheduled trash day.

The construction crew will be working on Sixth Avenue today, at the three lift stations on Tuesday and Wednesday, then back to Sixth Avenue for a day, and then they will move to South Fourth Street.

U.S. Representative Timothy V. Johnson

U.S. Representative Timothy V. Johnson will be at the Clifton Community Building on Tuesday, March 22, 2011, at 5:00 p.m. for a Town Hall Meeting. Representative Johnson will be available to discuss federal issues and answer questions. Staff will also be available to assist with individual constituent concerns. Please take advantage of this opportunity to meet with your Congressman.

Robert Frooninckx

The Village of Clifton mourns the loss of their former mayor, Robert Frooninckx, who past away on Friday, February 11, 2011. The village is very appreciative of the efforts that he put forth on various projects during his tenure.

Planning Commission / Village Board Meeting

There is a Village Board Meeting scheduled for tonight, February 15, 2011, 7:00 p.m. The Planning Commission Meeting is scheduled for tomorrow, February 16, 2011, at 7:00 p.m.

Fundraiser at Clifton Community Building

SOUP ANYONE???? Merkle Knipprath Nursing Home, in Clifton, is again helping to raise funds for the American Cancer Society’s Relay for Life. Team Merkle will be hosting a fundraiser this Sunday, February 20th, at the Clifton Community Building, from Noon until 4:00 p.m. There will be a soup dinner (free will donations will be accepted). You also will be able to try your hand at Bingo, enter a door prize drawing, and a 50/50 drawing. After you have had your fill of soup and games, you may wish to partake in the Bake Sale that will also be held on Sunday. Come on out and help Team Merkle as they raise money to help fight Cancer.

Sewer Project

The construction crew will most likely not be working this week due to cold temperatures. When they return, they will be working on Hansen Circle Drive and Seventh Avenue.
The sewer committee met last night and began answering the questions that have been submitted. When the answers are ready, we will begin listing them in a question and answer section on the village website and a copy will be available in the office. You may still submit a question via email, phone, or in person to the village office.

Planning Commission / Village Board Meeting

The planning commission and board meetings that were cancelled last week due to weather are rescheduled for tonight, February 8, 2011. The planning commission meeting begins at 6:00 p.m. followed by the village board meeting at 7:00 p.m.

Thank-You

The village would like to thank all of you who responded so quickly and generously to the request for supplies to assist the stranded travelers who found their way to the community building during the storm last week. The donations, whether it was your time or goods, enabled us to cook up quite a feast and serve many thankful guests. We would like to pass on the appreciation of the travelers; they could not say enough about the hospitality of the village and its residents. We would also like to acknowledge and thank those who offered items that we either did not get picked up or they were no longer needed. The response was overwhelming and the need was met very quickly. Any items that were unopened and we could not remember who donated them have been sent to the local food pantry.

Although we know we could not keep track of all of you who helped during such a busy time, we would especially like to thank the following:

Sewer Project

The construction crew will be working on Hansen Circle Drive and on Seventh Avenue as weather permits this week. In general, crews will not be working if the temperature at Midway airport at 5:00 a.m. is colder than 10 degrees.

The village would like to start a question and answer section on the village website on the topic of the sewer (i.e. hook-up, installation, septic tank requirements, billing, etc.) If you have a question (big or small), please submit your questions via email, phone, or in person to the village office. The questions will be put into a list and presented at the sewer committee meeting on Monday, February 7, 2011. After the committee has responded, the questions and answers will be placed on the village website and a copy will be available at the office.

Planning Commission / Village Board Meeting

There is a planning commission meeting scheduled for tonight, Tuesday, February 01, 2011, at 6:00 p.m. with the village board. The regularly scheduled board meeting will follow at 7:00 p.m.

Recycling

Bring your aluminum cans, glass, vegetable/soup cans, plastic, and paper (copy & notebook, newspaper, and magazines -sorted) to the River Valley Recycling trailer Saturday, February 5, 2011, from 8:00 a.m. – 12:00 p.m. The trailer will be located near the Lion’s Club sign by the railroad tracks on Main Street. This Saturday the trailer will be staffed by the Clifton Fun Days Committee who will be there to help you unload and sort your recyclables.

Sewer Project

The construction crew will be installing force main and gravity sewer along Main Street and may be installing gravity sewer east along 7th street.

In general, crews will not be working if the temperature at Midway airport at 5:00 a.m. is colder than 10 degrees.

Police Department News

*The Village of Clifton Police Department is offering a form that residents and businesses may fill out that will enable the police department to assist them in the event of an emergency at their home or business. If you are interested in participating, please call or stop by the village office to obtain a form.

*The village police department will also begin tagging unlicensed vehicles, trailers, boats, etc per village Ordinance 06-01 (see excerpt below). Violation must be corrected within seven days.

Ordinance 06-01, Section 6-5-2, Abandonment of Vehicles
No person shall abandon any vehicle within the Village and no person shall leave any abandoned vehicle at any place within the Village for such time and under such circumstances as to cause such vehicle reasonably to appear to have been abandoned. The abandonment of a motor vehicle or other vehicle or any part thereof on any highway in the municipality is unlawful and subject to penalties as set forth in this code. The abandonment of a motor vehicle or other vehicle or any part thereof on private or public property (other than a highway), in view of the general public, anywhere in this municipality is unlawful. A motor vehicle or other vehicle or any part thereof so abandoned on private property may be authorized for removal by or upon the order of the village police chief after a waiting period of seven (7) days or more has expired. This provision shall not apply to properly registered and licensed antique vehicles.

*The police department would also like to remind you that all buildings and residences are required to be labeled with their correct address per village ordinance 2000-05. Please take a moment to ensure your home / business is properly numbered and that the numbers are visible from the street.
